Becoming a Supplier

We buy a wide variety of goods and services for use by all departments or, in certain cases, one department in particular.

Corporate Procurement Team

Deals with strategy, policy and procedural issues for procurement across the council. They will arrange contracts for goods and services for use by all departments and, also for specific departments or projects. This team commonly works in co-operation with the relevant technical expert for each commodity.

Centres of Procurement Expertise

There are two Centres of Procurement Expertise (COPE) in Scotland, which let collaborative framework agreements and contracts on behalf of Local Authorities in Scotland.

  1. Scotland Excel let on behalf of Local Authorities (Category B contracts) - further details are available from the Scotland Excel website. East Lothian Council became a member of Scotland Excel on 1 April 2008.
  2. Procurement Scotland let on behalf of the whole of the public sector in Scotland (Category A contracts). Further details are available from the contract directory on the Procurement Scotland website.
